ORS 90.385 Retaliatory Conduct by Landlord - "Except as provided in this section, a landlord may not retaliate by increasing rent or decreasing services, by serving a notice to terminate the tenancy or by bringing or threatening to bring an action for possession after... The tenant has organized or become a member of a tenants’ union or similar organization"

Tenant Organizing

Oregon Tenant Power Handbook: This handbook is intended to provide background on the housing crisis and the tenants' rights movement, educate on housing (in)justice and how different groups are uniquely impacted, and build an organizer toolkit for tenants across the state of Oregon and beyond. The Community Alliance of Tenants envisions that this handbook will be useful for new and seasoned community organizers to build tenant power.

Homes For All Greenbook: Homes For All is led by people directly impacted by the housing crisis who intend to build a national federation of tenant's unions, community unions, and local groups working to achieve affordable and permanent homes for all people. In this handbook, you will find how the Homes For All movement works and concrete steps to start organizing within your own community.

LATU Tenant Association Handbook: One of the strongest tools that we have as tenants to protect our housing is to build community. Creating community transforms everyday life. This handbook was created by members of the Los Angeles Tenant Union to help other tenants in the process of creating and defending community... a resource for building the kind of city that welcomes all of us and that sees housing as a human right for everyone.

Tenant Talk: Join tenant leaders and National Low-Income Housing Coalition (NLIHC) staff for monthly Tenant Talk Live webinars to discuss how you can advocate for needed resources and other protections for people experiencing homelessness and low-income renters in your community. NLIHC staff will provide updates on what is being done at the federal level to address the affordable housing crisis, discuss issues and efforts from around the country, share ways you can take action, and answer questions. Click here for information on the semi-annual Tenant Talk newsletter. NLIHC also has many other resources for tenant organizing!

Eviction Research Network: This analysis of evictions in Oregon from 2017 to 2024 helps provide an understanding of the increase in racial disparity, total eviction filings, and overall household displacement across Oregon.

National Low Income Housing Coalition's Tenant Protections Database: NLIHC provides information about tenant protection laws that have assisted in preventing evictions and keeping renters stably housed since the onset of COVID-19 as well as specific tenant protections that were in place prior to 2021, such as right to counsel, source-of-income discrimination, eviction record sealing and expungement legislation, anti-rent gouging measures, and just-cause eviction laws.

State and Local Innovations for Tenant Rights, Rental Assistance, and more: If you're wanting to learn more about national, state, and local trends in tenant protections, this site has a lot you can learn in one place!
